What if a check cannot finish?
Confirm your input and try again. A timeout, blocked request, or unavailable provider is not proof that a domain is broken. Internet measurements and third-party services have limits.

Which policy should I start with?
p=none. It changes nothing about delivery but starts the aggregate reports flowing, which is the data you need before enforcing anything.
Where do I put the generated record?
As a TXT record on the hostname _dmarc.yourdomain.com — not on the root domain. The value is the whole generated string.
Do I need SPF and DKIM first?
In practice yes. DMARC only checks whether SPF or DKIM passed and aligned, so publishing DMARC with neither in place means everything fails it.
