Why does anchor text matter?

It is one of the strongest signals about what the destination page is about. Generic anchors such as 'click here' waste that signal; descriptive anchors do not.

How many links should a page have?

There is no hard limit any more. Keep them purposeful — a page of a hundred navigation links spreads its signal thinly and reads poorly.

Should external links be nofollow?

Only when they are paid, user-generated or untrusted. Ordinary editorial links to good sources should stay followed; that is normal, healthy linking.
